Re: corruption in promotion system

Posted by vivek, (2011-03-16 07:43:15)

How many years of service is enough for bank management to assess and judge the potential, character, knowledge, capability, capacity, attitude, managerial skill, innovative skills, creative ideas, ,initiative, willingness, honesty and integrity etc of an officer for giving promotion to him from one grade to another grade, or from one scale to other?

10 years,
20 years,
30 years
or more?

Educational qualification of a staff, record of performance during preceding years and his capacity to satisfy customers is already tested by management during his posting at various branches and offices. What else is then required to be tested by Interview panel to judge whether one staff is suitable for promotion or not?

Quality of an officer is already tested by bank management in span of more than 10 years and even thirty years of service and hence it is foolish to expect from members of Interview panel that during one to three minute interaction with the candidate in Interview process they will be able to extract something additional from the candidate.

Obviously Interview process is used to reject good officers and select officers who may be bad performer but who are the choice of members of Interview panel constituted for promotion process. Officers who are flatterer and who earn bribe and honestly share with their bosses or who is choice of some VIPs can be selected in preference to really good performers only by using weapons of rejection handed over to members of Interview panel.

If 10 to 30 years of service is not adequate to estimate the suitability of an officer for promotion to higher scale I think officers who judge and who are supposed to decide the suitability of an officer for promotion to higher grade or higher scale are incompetent and of doubtful integrity. Obviously such officers should be shown the exit door first.

On the contrary if an officer is not fit for promotion to higher scale even after 10 to 30 years of his service, such incompetent officers should be removed from service or given CRS.Only stopping of annual increment is not enough to penalize such non performers.

It is worthwhile to mention here that officers who work sincerely but not found fit for promotion either by corrupt member of Interview panel in interview process or due to biased rating in Annual appraisal reports are given assignment of higher responsibility by bank management. Such senior officers perform the best but they are not given even annual increment. They are kept in stagnation for three years irrespective of their performance. Juniors who do not perform are getting increment every year without any hindrances whereas seniors who perform better are denied even annual increment. It is justified or not only God knows.

But if an officer has to pass through ordeal of interview for getting promotion to higher grade scale does not seem justified from any angle of consideration. Interview and appraisal system in banking industry prevalent for promotion is totally unjustified, illogical and ill motivated. Such unwarranted processes give enough scope for injustice. Such Interviews are nothing but paves the way for arbitrary promotion to person who are not good for the health of the bank.

This is worthwhile to state that officers who are selected for promotion are invariably found to be guilty of causing loss to bank in subsequent years. It astonishes that officers of negligent and fraudulent character, officers who are charged with various lapses and against whom disciplinary action has been initiated, are selected in faulty promotion processes prevalent in banking industry and conducted by greedy and corrupt senior officers. This is why bad officers are posted as Branch head who do not know how to deal with customers and how to protect the interest of the bank. As a result NPA is increasing year after year in Public sector banks and the government is silent spectator of mischievous acts of top ranked officers.

CBI is more often than not ,asked to investigate into fraud or any matter related to loss of money to bank or any other office, but I am of strong opinion that CBI investigation should be conducted into all recruitment and promotion processes which are taking place and which took place during last 10 to 30 years. This can only reveal the ongoing corrupt and unhealthy practices in the system which leads in unhealthy practices and rise in corruption. Permanent Solution to this cancerous disease of bribe or flattery oriented recruitment, posting, promotion in government offices can only pave the way for real reformation in banking industry in particular and government department in general.

Dear Sir,

I took VRS from a nationalised bank during 2006 after completing 25 years of service. I retired as Scale I officer. I had not opted for pension. In the recent settlement for pension VRS optees were not given chance to opt for pension. Is there any initiation taken by any association to resolve this.

Re: 8th settlement of salary of officer - June 2005.

Posted by N.S.GOHIL, (2010-12-03 21:25:52)

I was retired on 31.12.2003 as a Chief Manager in scale IV from United Bank of India, Mumbai. As per new wage settlement signed in June 2005, which was effective from 01.11.2002 I am entitled for salary differnce of 14 months i.e. from 01.11.2002 to 31.12.2003. So kindly provide me a copy of the said settlemet so that I can calculate difference of salary. My old basic on the date of my retirement was Rs.16140/-. I have understood that new basic thereagainst was Rs.24140/- w.e.f. 01.11.2002. Also DA was also revised every quarter from 01.11.2002. In spite of my best efforts a copy of revised fitment chart is not readily available in my Bank, United Bank of India. I have also applied for Pension under the 9th Settlement. Unless I get the above details, actual quantum of pension also cannot be ascertained. Entire process of pension is held up.

Please help me solve the problem.

Re: DA formula -merging of index at various settlements.

Posted by V.R.Sridharan, (2010-11-18 11:09:46)

Details about merger of points for calculation of Dearness Allowance in different Settlements:-

Working Class Consumer Price Index (CPI) 1960 base as 100 during various settlement periods were as under:

============================================================

Relevant Date CPI Index at that time

1.11.1992 1202

1.4.1998 1888

1.11.2002 2410

1.11.2007 3058

When taken for settlement Average for the past six/ three months were taken.

They are: respectively 1148, 1684, 2288 and 2836 in that order.

Now coming to the question of how the merger points were arrived at different periods- the same was purely arrived by mutual consent at the time of negotiation. But the broad hint one can arrive at is in each settlement an average of 137 slabs or Index points (average) of 548 points have been left uncovered-for payment of DA.
Another picture emerges from each settlement date is as under:-

Relevant Date: 1.11.1992:- Average CPI index:- 1148
Merged points 600

Balance 548/4= 137

The highest Per cent point at that time was (0.67) Hence

For 137 slabs @ 0.67 comes to 91.79 Plus 100 it is 191.79

If for 191.79 the factor is 0.67 then for 100 it is 100 X 0.67 divided by 191.79

The answer is 0.349 rounded off to nearest point is 0.35% thus come the slab at 0.35%.

Similarly for the relevant date 1.4.1998 1684 minus 1148 comes to 536/4 =134

134 x 0.35 = 46.9 Base 100 plus 46.9 = 146.9

If for 146.9 the rate is 0.35 then for 100-- 100 x 0.35 divided by 146.9

That is 0.238 rounded off to nearest double digit is 0.24%
Relevant date 1.11.2002 2288 minus 1684 that 604 /4 =151 slabs

151 x previous slab rate 0.24 = 36.24 Based rate of 100 +36.24 = 136.24

If for 136.24 it is 0.24 then for 100 it is 100/0.24 divided by 136.24 =0.1761 .That is rounded off to nearest doubt digit 0.18%

Settlement w.e.f 1.11.2007 Index point 2836 minus merger points 2288

Balance 548 points divided by 4 is 137 slabs x 0.18 = 24.66

100 plus 24.66 = 124.66. If for 124.66 the rate is 0.18 then for 100

100 x 0.18 divided by 124.66 that is 0.1443 rounded off figure is 0.15%
From the above methodology one can arrive at even better formula in detail. My ability to further clarify the point is limited.

The crux of all problems is the tapering DA formula is removed w.e.f 1.2.2005 for the beneficiaries of the settlement coming into effect from 1.11.2002.
Hence all the retirees after 1.11.2002 are benefited by the 100% of neutralisation of DA. If the tapering DA formula is removed for the earlier retirees also, as is required and as is made applicable to RBI pensioners ( without differentiating the same class of pensioners) all those pensioners who had retired from the bank’s service prior to 1.11.2002 would also become eligible to get 100% neutralisation in DA.

No body will help the resigned employees and ordinary vrs employees regarding pension option. The union sidelined these employees as if these employees were not their members, these employees had not given union fees, these employees were not on strike calls for pensions.

If an MLA or MP or any minister is being given pension after his 5 yr term or even less, why not the employees who resigned will not get pension after putting 15/20 yrs or more in valuable public services ?

AS THERER IS NO ONE WHO WANT TO TAKE INTEREST IN RETIERED EMPLOYEES OF MERGED BANK.A HUGE QUESTION ARISES THOUGH THIS THAT WHY ONE BANKK IS MERGED WITH OTHER IF IT CAN NOT TAKE RESPONSIBILITY OF THE EMPLOYEES { RETIRED AND VRS OPTEES), OF THE PREVIOUS NAMED BANK. THERE FORE I STRONGLY FEEL THAT A BANK SHOULD NOT BE PERMITTED TO MERGE WITH ANY OTHER BANK ASA IT CLEARLY GIVE PAIN TO EMPLOYEES OF THAT BANK WHO HAVE MADE A NAME FOR THAT BANK AND HAVE MADE MILE STONES IN THE NAME OF BANK DURING THEIR SERVICE PERIODS. THANKS TO THOSE UNIONS WHO ARE OPPOSING MERGER OF S B INDORE NOW WITH SBINDIA. AS THIS BETRAYED COULD HAPPEN TO THE EMPLOYEES OF SB INDORE BY SB INDIA.

Re: PENSION PAYMENT TO BANK EMPLOYEES RETIRED MAINLY PRIOR TO 1.11.2002.

Posted by V.VvVenkitaramani, (2010-08-28 15:27:58)

SOME POINTS FOR DISCUSSION REGARDING PENSION PAYMENT TO BANK EMPLOYEES RETIRED MAINLY PRIOR TO 1.11.2002.

From the beginning neither IBA nor in-service employees/officers - unions/associations have shown any consideration or attention for the retired employees, who have opted for pension.

While concluding settlements, (specifically prior to 1.11.2002) many discrepancies were left unsolved. To say, that they were not having knowledge about them-may be a green lie. By arbitrarily fixing a cut of date for payment of quantum of pension, gratuity amount etc. the retired employees have to seek court intervention to get their grievances redressed. Again in the settlement which came into effect w.e.f. 1.11.97; instead of allowing pension against the last 10 months salary drawn- an arbitrary clause was included reducing the merging points from 1684 to 1616. In effect this affected all pensioners who had retired between 1.11.1997 to 31.10.2002. As the amount deprived was huge, again some pensioners filed suits in many High Courts in India-. For each anomaly – arbitrarily created during settlements-pensioners have to seek legal intervention. Unless the highest court in India give a judgment in employees favor- IBA would never listen to us .In getting a favorable judgment it may take a minimum of 10 to 15 years. Considering the fact that most of the retirees are Senior Citizens- it suggested that IBA should be forced to institute Tribunal at appropriated level to redress the grievances of pensioners.

In the 8th Settlement which came into effect from 1.11.2002 -100 per cent neutralization of DA was given effect w.e.f 1.5.2005 those who have retired after 1.11.2002.. This arbitrarily fixing of DA formula has created huge differences in the quantum of pension drawn by the earlier retirees. For Example officers retiring/retired at the 20th Stage in the last 3 settlements are highlighted here.
1.11.97 to 31.10.02 1.11.02 to 31.10.07 1.11.07 to current.

DA formula Tapering DA 100% @0.18% 100% @ 0.15%
Basic Pay 13560 19920 28100
FPA 380 620 900
TOTAL 13940 20540 29000

Pension 6970 10270 14500
Commutation 2323 3423 4833
Net Basic Pen 4647 6847 9667
DA/3924 points 7688 7560 5916 (Aug 10)
Total 12335 14407 15583
With 100% DA 14014 14407 15583
Difference 1679 NIL -NIL- ( per month)
Note: The difference would be increasing with every increase in DA slabs.
Proportionate to the higher Basic Pension again, the variance would be very higher.

In the 9th Settlement major portion of employees who have never opted for pension were offered another pension option – without settling the grievances of earlier retirees. Thus the discriminations against earlier retirees ( prior to 1.11.2002) continued in this settlement also. Whether the actuaries have taken into account the difference in the amount of pension payable for the earlier retirees- if we win all the cases.? While IBA has agreed for huge outlay of funds to honor the 9th settlement commitments, why they are not prepared to agree the rightful dues of earlier retirees.

In various settlements DA has been merged with Basic pay by taking into account different merger points. This has also affected the basic pension at the time of fixation.

It is observed that IBA has taken legal opinions prior to implementation of 8th wage revision. This fact has been mentioned in their own circular. One of the legal points referred was relating to anomalies in the merger of DA to Basic in the previous settlement. That is regarding definition of “pay” for the purpose of pension. At the time of reference cases relating to this point were pending in various High Courts ( for arbitrarily fixation of Basic Pension by merging only 1616 points instead of 1684 points).Knowing well that IBA cannot win the case through the back door they conceded this point w.e.f 1.5.2005 and paid the arrears of pension from that date. But as the cases were filed before that date we have to get arrears from the date of retirement. IBA is conspicuously silent about this matter. The question here is

Whether it would be possible for us to get the legal opinions obtained by IBA( in this matter) through RTI act. If we could get the same all our cases can made in our favour very easily.

Whether it would be possible to get one cadre one pension for bank employees ?

Even Central Pay commission has opined and insisted that there should not be any different formula for payment of DA among the existing and already retired employees of Central Govt. staff. A recent judgement in Rajasthan High Court ( Case: LIC Vs. Govt- regarding different rate of DA for the recently retired employees and already retired employees) , it has been decreed that there should not be any differentiation in the payment of DA.

In view of the above we should get 100% neutralisation DA for those who have retired prior to 1.11.2002 and opted for pension. We should also get arrears of pension- for those who had retired between 1.11.1997 and 31.10.2002 .

PM and Fin minister must come to rescue the VRS employees. As Policy regaring the scheme misguided people about surplus staff, but there after a lot of recruitments are going on in big way. thus its big FRAUD played by those people and now all VRS people are suffering.
and Now banks are making a big profits which are all due to hard work of those VRS employees. this a great injustice to not include them for pension.

Please help me. If required please send this mail to appropriate authorities. Mr. Shankar Kumar Samanta purchased local Police, Please help me.
Respected Sir,
100% now I believe that if you have money then you can get anything, every thing is possible by you. If you are a poor then you can’t get anything, every thing is far and beyond possible to you, also you get poor judgment and poor comportment in all aspects of life, in our country INDIA. For example 1. I. I went to Police Station more than 100 times, made 5times entries (complaints) into G.D. but Not even a microscopic actions took place against the alleged bodies. On the contrary Sandip Samanta, S/O. Shankar Kumar Samanta (S.B.I. OFFICER Ph. No. 9830366834, Branch: 24B, Nimtala Ghat Street, Jorabagan, Kolkata- 700006, West Bengal, India‎, Bank Ph. No. 033 25308337) he has much more and enough money so they purchase all police personnel's and some political leaders, some Dada. Etc. Only I used to get many letters and many phone calls which all seem to me needs to be thrown in the trash, as it all are valueless, toothless and only simply a solace to the poor. What an undone boy I am! Woe is to me! My wife and her family, Sandip Samanta and his family harassed me and my family, they are torcher me physically and mentally.

We got married 05/03/2002, and have a daughter who took birth on 09/07/2005. My wife and her family lodged a case 498A/34 IPC, FIR NO.276, date 31/08/2009, P.S.: BAGUIATI, against me and some of my family members it’s a fabricated, baseless, legless, toothless and doesn’t have any commensurate to the fact. My wife is engaged and having an illicit affair with a boy (Sandip Samanta, S/O. Shankar Kumar Samanta S.B.I. Officer Ph. No. 9830366834, Branch: 24B, Nimtala Ghat Street, Jorabagan, Kolkata- 700006, West Bengal, India‎, Bank Ph. No. 033 25308337) just opposite to my house, all the matters are known to every person in my village, and also they have certified me written about my fresh character and nature. When my wife left form my house taking many vory gold and cash 1.20 lack Indian rupees. What a demon she is! She didn’t take our only daughter (only four years old) who is now in my house having severe asthma supported by inhaler. My wife filed the 498A case dated 31/08/2009 and I was arrested on 06/09/2009,The Learn" ed court granted me on bail on 19/09/2009. Barasat court. I have lots of irrefutable evidences, (20 pcs. Adult S.M.S., Adult picture with the boy and a c.d.) with me where it is cleanly reveals which translates my wife and the boy that they are in illicit relations. Believe me I and my family would love very much (which is very rare seen in our society) to my wife and never any kind of love lost didn’t happen. They (My wife family) are very very poor and live in a bosti Address: 70/H/8 Manicktolla Main Road, Kolkata – 700054, Beside 5 Star Club, my mother saw 1st time and she arranged my marriage. Before marriage my family did not see the pedigree of my wife’s family, now we understood also realized that they hailed from a worst status. My wife, her family and (Sandip Samanta, S/O. Shankar Kumar Samanta) all they are misusing this law. Now my wife’s family knows all the affair-related matter. My wife left our only solitary daughter to me who is 4 years old having severe "Asthma Disease, depends on INHALER, here political Hide and seek, ducks and drakes and lots of unfair means are going on and the father of the parents (THE FATHER OF THE BOY WHO HAS ILLICIT RELATIONS WITH MY WIFE) are rich, so they are spending money to everywhere with a view to be escaped. Now I decided that in no way I can’t accept that demon wife. I hired a lawyer his name Mr. Kamelash Nandi. I don’t know what will be happened next? It’s an utterly a huge and a palpable offence subsequent to which the boy deserves severe and examplanary punishment so that no one can dare to abuse this law. My mother is a sugar present shies sugar is now 400. If possible please help me. Please investigate the matter thread barely and save me and my family. I leave here one question to every one that in this die-straits situation whom do I take care to myself (TRAGEDY), my daughter, or my mother(severe Diabetic)?. My wife filed another case me U/s. 125 Cr. P. C. Case NO.167/2009, date 16/12/2009.I am millions miles away from the genuine and authentic investigation and inquiry. No inquiry ,investigation were executed against the F.I.R lodged by my wife. It is very painful, lamentable as well as heart rendering, breath taking affair to me and my family. My heart bursts into guffaw when I see the nature of the inquiry and investigation. One thing is as clear as crystal to me that the law and the task of the law enforcing agencies vary from man to man. A new proverb is going to take birth very soon that "Justice for the rich and Injustice is for the poor" A rich reserves the right to indulge in any kind of heinous business but the poor is restricted to involve in any type of excellent deeds" To see all these my heart is about to come in the mouth and the ground under my feet gets shook. In a word all types of Law are for the poorest and the richest will enjoy the richest judgments from all quarters.

After coming form the DumDum Central Jail, I mat with the BAGUIATI POLICE O.C. Mr. Goutam Mitra, and asked him politely: “ SIR I FAILED TO UNDERSTAND THAT I MADE SO MANY ENTIRIES INTO YOUR G.D.E. BUT YET NO ACTION SO FAR HAS NOT BEEN TAKEN FORM YOURSELF” then BAGUIATI POLICE O.C. Mr. Goutam Mitra, went through all my papers (20 pcs. Adult S.M.S., Adult picture with the boy, G.D.E, MANY MANY OTHER PAPERS RELATED TO MY CASE and TWO c.d.). After seeing all my papers he told me that I cannot take any action until and unless you lodge a case against all of them.

Then I Prayed to the Ld. C.J.M at Barasat court to lodge the case, against the alleged person. (the payer to the Ld. C.J.M. is enclosed which is self-explanatory) after filing the case the BAGUIATI POLICE O.C. Mr. Goutam Mitra, and I.O. Mr. Prasenta Kumar Das, Mr. Ajay Kumar Ghosh, in stead of taking not any take proper investigation/ not take any action/ not take any type of query to recover my Cash and Gold form the house of Shankar Kumar Samanta, The BAGUIATI POLICE O.C. Mr. Goutam Mitra, and I.O. Mr. Prasenta Kumar Das, Mr. Ajay Kumar Ghosh, took my case as a Golden Goose, and how much money BAGUIATI POLICE O.C. Mr. Goutam Mitra, and I.O. Mr. Prasenta Kumar Das, Mr. Ajay Kumar Ghosh, has taken is well known to them. Neither he took any take proper investigation/ not take any action/not take any type of query nor he did roundup them against my case.

When I saw that already near by 70-80 days went by “ I went to the BAGUIATI P.S. to know the status of the case then BAGUIATI POLICE I.O. Mr. Prasenta Kumar Das, Mr. Ajay Kumar Ghosh, became outraged me and my mother that if you ask about Shankar Kumar Samanta and his family I will sentence you and your family in the Jail, all their languages is so much filthy dirty which I cannot express front of you.
As I’m 100 percent innocent so I screw up my courage to place my grievances to every body in order to get redress. So I want to let my matter informed all the Indian and others. FRIENDS, WE HAVE BEEN CHEATED BY OUR UNION LEADERS WHO HAVE SIGNED 9th,SETTLEMENT. THEY SHOULD KNOW, THAT PENSION ALONG WITH PF AND GRATUITY IS A SOCIAL SECURITY MEASURE,ALWAYS GIVEN BY THE EMPLOYER TO THE EMPLOYEE WHO HAS RENDERED HIS SEVICES IN PRIME OF HIS LIFE. PENSION IS OUR RIGHT AND IS NOT NEGOTIABLE. SO, FRIENDS, IT IS TIME TO CHALLANGE, PRESENT UNION LEADERS, WHO HAD STABBED US,BY NOT PAYING ANY FEE,DONATIONS,LEVY, ETC, AND UNITE TO PROTECT OUR FUTURE.IF THE UNION LEADERS HAVE THE COURAGE TO FACE THE TRUTH, I CHALLANGE THEM TO HAVE LIVE,TRANSPARENT,DISCUSSION WITH ME AND OTHER EMPLOYEES OF THE BANK. Re: EROSION OF COMMUTATION VALUE OF PENSION

Posted by V.R.Sridharan, (2010-07-07 15:20:09)

Basic pension is fixed on the basis of last drawn pay of a employee. If the employee opts for voluntary retirement at the age of, say, 55, his commutation value at that time is 11.73
When the second pension option is introduced after a lapse of 9 years, as in the present instance, his present age will be 64 and commutation value stands reduced to 8.62, for no fault of his.

So, age of an employee should not be arbitrarily decided due to factors totally out of his control, as in the present scenario.
Hence along with the last drawn salary, age at the time of retirement of the employee should also be PERMANENT BASIC PARAMETER, for reckoning commutation value, irrespective of when pension becomes payable, as inordinate delay in arriving at a decision, as in the present case, deprives the pensioner of invaluable commutation value, which keeps eroding with delay of each passing year.

With few more years left, with failing health, with meager savings at our disposal, this gesture will be an acknowledgement for the dedicated decades of service we have put in, with most of the work being done manually, without even basic calculators during those years.

WHEN THE BASIC PENSION IS ARRIVED AT ON THE BASIS OF BASIC SALARY AT THE TIME OF RETIREMENT/VOLUNTARY RETIREMENT, AGE FOR ARRIVING COMMUTATION VALUE ALSO SHOULD BE RECKONED, AS EXISTING ON THE DATE OF RETIREMENT ONLY, IRRESPECTIVE OF WHEN THE ELIGIBILITY FOR PENSION PAYMENT IS ARRIVED AT.

The various associations/unions striving for improvement in the 2nd pension option, should unitedly and wholeheartedly impress upon IBA and the Finance Minister to accede to the above request, as a good will gesture towards the aging retired employees, as an appreciation and rewarding the decades of dedicated, sincere and tireless efforts of the work force, who are now in their twilight years.

Today it is a fact that a section of union leaders
had sold our interest to the management because the enormous delay and strikes all lead to the benefit of the management not a single benefit to us----so we ourselves have to fight it out---let the Central Govt, IBA, and UFBU all get their dues from us---a stunning defeat----by media coverage and court action.

There was a 100%malafide agreement between IBA and
UFBU on 27/04/2010.There is loss everywhere and no gain,so as a citizen and a retired Bank Officer who retired on 31/01/2010 I have decided to give the IBA and the unscrupulous union leaders a fitting reply by filing a writ petition in a HIGH-COURT or in the SUPREME COURT OF INDIA against this agreement which is malafide and against the principle of natural justice. I need volunteers to unite all concerned and move jointly and also hilight it in media as u see what media can do---in RUCHIKA CASE,in BHOPAL GAS TRAGEDY,I.P.L.SCAM,LA-MATINIERE SCHOOL,etc, etc.
If we fight with zeal and vigour and fight unitedly the Govt and IBA and unions shall be bowed down before us---and there shall be a fresh agreement----so comrades be united and fight for your rights-------------

The recent Gratuity Amendment Bill 2010 has been made effective from 24th May 2010 for all banks/insurance sector employees and all PSU employees. The govt has deprived lacs of pensioners who retired after 1.1.06 of their lawful dues. The earlier amendment of 2009 was made effective from 1.1.06 i.e. from retrospective date. Why this discrimination? Have the associations lodged a protest? And whats happening about it.

Thanks.

Re: Union leaders in Banks

Posted by danendra jain, (2010-06-06 05:28:11)

Bank officers Association are getting monthly subscription of Rs.100 to Rs.200 from each member every month. In addition they will get levy of Rs.3000/ from each member in lieu of bipartite settlement signed on 27th April 2010. Members are happy or not, that is immaterial.

I think total accumulated fund of Officers Association in various banks will grow to hundreds of crores of rupees. This fund is not only enough to meet the usual traveling and staying expenses incurred by union leaders for various issues but also more than enough to meet even entire salaries of all union leaders.

As a matter of fact union leaders are more often than not, busy in union matters and hence they hardly do any work for the branch or office they are posted. It is pity that even officer community in general is not happy with their performance as union leaders. On the contrary their actual energy is lost in saving bad officers and seldom used for any gain for honest workers or for any relief to those honest officers who have been arbitrarily posted in critical areas or rejected in promotion processes due to ill motive of executives. They have failed in giving relief to officers who have been made scapegoat for fraud and irregular credit committed by corrupt officers.

In such position I am of the opinion that these union leaders should be removed from muster roll of the bank and bank should stop paying salary to these leaders. Instead such leaders should be professionally trained to serve the interest of officers who are associated with the union and they should be paid by their parent Union itself. In this way bank will save crores of rupees which are paid as salaries and perquisites to these non performing officers. Bank can use this saved money in creation of new jobs for hundreds and thousands of young unemployed persons. Besides, removing from bank’s duty, union leaders will have full time to think about their members. Since these leaders do only union activities, it will be right from all angle of consideration that their salary should be paid by union fund only.

In case officers do not agree to this proposal or they apprehend that their interest by outsiders will be jeopardized ,they should solemnly declare and take oath that they would not nominate any retired officer as their union leader in future and make best efforts to replace retired officers serving as union leaders with officers who are in service. Because leaders who are no more in service cannot fight seriously and devotedly for better interest of serving employees, rather they look into avenues to cheat serving employees and give maximum benefit to those who have either retired or resigned or removed from the bank. Latest settlement is the ideal example for such sorry state of affairs prevailing in Bank and pitiable position of officers compared to other employees working in Central Government offices or PSUs.

In addition to this they should be made accountable and punishable for any lapse on union activities and their performance should be judged by a group of hundred officers who are actively working in the bank. Expenses incurred by union leaders should be fully scrutinized by a team of at least ten Chartered Accountants and the certified balance sheet of union fund should be circulated among all members. Officer should also appoint some legal experts in each district or at least in state capitals to stop injustice perpetuated by bank management only because they know judicial proceedings in India is too costly and too much cumbersome and time consuming that one is constrained to bear with injustice.

Leaders will then learn a lesson, understand the importance of their role and at least not repeat the history of committing blunder of signing a agreement of wage revision which has instead of solving problems of their poorly paid members has created so many anomalies and tried its best to divide officers community by accepting various discriminatory rules like recovery from PF optees (leaving pension optees), causing loss to VRS optees, resignees, family pension takers, fitment of officers at the state of Rs23520 in scale III and that in scale IV at the same stage and so on. Not only this, many clerks will get better arrear due to this latest settlement compared to officers in junior or middle management. There is no Stagnation in any increment of Central Government employees in ay cadre as per latest Pay Commission Report, but it continues to deprive senior office of annual increment for none of their fault.

If we talk of other issues, it is worthwhile to mention here that management in collusion with violating even their transfer policies, misusing policy meant for rural posting framed by Government of India, misusing policy for posting in North East region, giving promotion to corrupt and flatter officers taking advantage of Interview marks (which an interviewer can give whimsically to make or mar the career of an officer of his choice) Union leaders is silent spectator of torturous treatment given to good officers who are real performers but who do not have time to flatter executives and provide costly gifts to their bosses.

There are thousands of officers who have been continuously working in villages, officers in Non Metros are transferred frequently form one region to other, one state to other and even one zone to other whereas officers posted in Metros are seldom transferred out of their parent state. There is a policy that upto scale III officers will not be transferred out of region but this policy is violated frequently and union leaders remain silent spectators.

There is a policy that an officer cannot work in a region for ten years continuously, management allows many to continue or adjust them back in the same place after giving a formal break of one month outside the state. Is this not enough to prove that there is reign of injustice under the umbrella of union leaders?

Banks are performing better and better despite man power constraints but the real fruits of this growth are hardly shared with junior officers who work hard day and night for the growth.

we the members of AIBOC are cheated. As if that is not enough Mr.Nadaf 's circular is adding insult to injury. Should I understand that a union/association cannot protect the members
from the high handedness of the management. Cannot negotiate for its members regular working hours. Cannot negotiate any just demands of its members. In fact officers are paid less per hour wages than the award staff for years together, which they can not represent. Even they cannot fight for a reasonablewage settlement. PF optees opted PF at the advice of the unions and are paying heavy price which they can not PROTECT. What can they do? Pawn officers to management?

I am sorry to write that despite lot of queries about the status of bank employees retired between 1.11.2007 to 27.04.2010 none of the office bearers of the associations / union or signatories to the settlement has taken any initiative to clarify / reply to any of the query so far. The union/association leaders have betrayed the faith of the entire banking fraternity and deserve to be kicked out and shown the doors without any hesitation for the simple reason that even after surrendering to the IBA, they are trying to justify the settlement.

One sincere officer from Lucknow mr.Mishra has said that as per pillai committee recommendations, bank officer's salary should be equal or more than the A Grade officer of central government. How come this thing missed by every employee and leader. It was enough to draw the attention of Government and finance ministry to this point instead of participating in strike loosing the hard earned money of poor officers, clerks and sympathy of the public.

It is the high time now every one should wake up and request finance ministry to interfere in this regard. Had finance ministry has implemented pillai committee recommendation they would have got respect and support of bank employees and officers.

It is true that after the previous Settlement of Pay revision when Oppurtunity was given to all employees & officers to opt for Pension, AIBOC & BEFI played a vital role specially for excercising option for pension.
AIBOC was demanding for pension as 3rd benefit like BEFI. For that a message was aired not to opt for Pension since the demand for third benefit is still pending and the present pension option will not Benefit to Officers.
It is today it is proved that Sri Tarakeswar Chakraborty was a wise and true Trade union Leader who advised all to opt for pension.
But now when AIBOC & BEFI realised that they have done wrong at that time for which all are now will suffer by surrendering all its arrear bebefit.
I feel, even after sacrificing all arears from the present Wage settlement, Option for pension is must for social security.
I realised that Trade union is not always right, some time they commit mistake and/or do mistake for the reasons behind not known to us .
I will request all to opt for pension.

Charging 156% of the PF Bank's contribution amounts to blackmailing the retired employees. This has never happened in the history that the self contribution is received back by an institution from an employee for giving him Pension. Moreover, this amounts to adopting different attitude with different employees. As in job have to contribute less, already optee nil, whereas in the past during all settlements everybody has contributed to the pension funds

A meagre increase of Rs.2000 to Rs. 3000 per month comes for the junior level officers. Is it a settlement?

Recruiting highly qualified persons from Engineering and Management backgrounds (B.E. , M.B.A) and even after working for 12 hours the wages are like a daily labour...

If this trend continues for next 2 - 3 years, the banking industry's attrition rate will be very high and the industry won't get quality professionnals...

The AIBOA is only concerned about Seniors... That's all leaders are seniors... So they will concern only about them... Pension option and Stagnation for seniors are first on their agenda... Are they concerned about Juniors ?

See the fun!!!!!!! A retired employee in order to get himself into Pension League, he has to pay back Bank's contribution [say Rs.10 lakhs] PLUS 56% i.e Rs.5.60 lakh. Assume that he does not want to commute pension, he has to pay Rs.15,60,000 and get admission to Pension. Whereas, an existing employee, everything being equal, i.e years of service, cadre and who also does not want to commute pension, can get admission to Pension Leauge by merely paying 1.6 time of NOVEMBER 2007 salary, which may work out to say Rs.56000/- IS THERE ANY LOGIC IN THIS? OR AM I MISSING ANYTHING? REALLY BULLSHIT SETTLEMENT
Further, why the existing PENSION OPTEES be penalized? No clarity?

THIS IS THE RIGHT AND THE LAST OPPORTUNITY TO SET RIGHT ALL THE ANAMOLIES IN PENSION SCHEME. OUR UNION LEADERS RIGHTLY PLACED THE DEMAND DURING THIS WAGE REVISION CHARTER,
TO REVISE THE PENSION BY MERGING DA WITH BASIC EVERY TIME DA %ACCUMULATES TO 300 POINTS/OR DURING EVERY WAGE RIVISION. BUT AT THE NEGOTIATION STAGE IT IS IGNORED. UNLESS IT IS SETTLED IMMEDIATLY ALL THE OFFICERS NOW RETIRED AND ALL WHO ARE GOING TO RETIRE! WILL BE EFFCTED AND WILL BE PUT TO IRREPAIRABLE LOSS AND HARDSHIP. LEADERS OF OUR UNIONS DO REMEMBER YOUR & YOUR BROTHERNS' FUTURE AFTER RETIREMENT.

It is proved now that these Union Leaders or Organisation is of no use to us. It was these people who told us not to opt pension when offered in 1995 and personally they themselevs had opted pension And these leaders have vested interest of their ownself so they cant fight for us. The only option for we bankers is to give mass opt out from these union and stop paying monthly fees to these union fund and also stop paying them levy. This is the only way we can show our strength to these cheaters and also to Iba. Once we show this strength even Govt wil give have to think twice because Govt cant afford banks to remain close for a longer time.So if we want quick action then we need to show our strngth to these Unions by mass opt out. Actually these Unions are the main cause of our this state in comparing to state /central govt employees.Tell these Union leader that we are now not their comrades.

Sir,

The recently signed MOU bank unions with iba regarding second option for pension refers to existing employees and also retired employees. It does not talk about resigned employees. I am resigned officer, had completed 31 years of service and resigned on medical grounds (Heart problem)on July 2008. Not only myself also there are many resigned officers had completed more than 25 years service and left the services of the bank on medical grounds.Sir, SECOND OPTION PENSION SHOULD BE CONSIDERED/GIVEN TO ALL THE ABOVE RESIGNED EMPLOYEES/OFFICERS WHO HAVE COMPLETED MORE THAN 25 YEARS OF DEDICATED SERVICE.Kindly include these clause to final settlement of pension at the time signing with IBA.
